The primary factor determining SNAP eligibility is whether the beverage is classified as a food product or a dietary supplement by the U.S. Department of Agriculture (USDA).

The Nutrition Label Rule

If an energy drink features a Nutrition Facts label, the USDA classifies it as a food item, making it eligible for SNAP purchase.

Popular brands carrying Nutrition Facts labels include Red Bull, Monster Energy, Celsius, Ghost, Alani Nu, C4, Prime Energy, and Rockstar.

Conversely, if the can displays a Supplement Facts label, it is regulated as a dietary supplement and cannot be purchased using EBT funds.

Items containing multi-vitamins, herbal blends, or explicit supplement claims typically fall under the prohibited supplement category.

State-Level Restrictions and Junk Food Bans

While federal guidelines broadly permit food-labeled energy drinks, individual state legislation can impose additional restrictions.

Several states have proposed or enacted waivers to exclude sugary beverages, sodas, and high-caffeine energy drinks from SNAP eligibility to promote healthier nutrition outcomes, as tracked by the National Conference of State Legislatures (NCSL).

Before shopping, verify whether your state—such as Florida, Virginia, or Nebraska—has specific beverage restrictions active for local EBT transactions.

General SNAP Coverage Overview

Beyond energy drinks, SNAP covers most staple grocery items intended for home preparation and consumption.

• Eligible items: Fruits, vegetables, meat, poultry, fish, dairy products, bread, cereals, snacks, and non-alcoholic beverages with Nutrition Facts labels.
• Ineligible items: Hot prepared foods, alcohol, tobacco, vitamins, medicines, pet food, cleaning supplies, and non-food household goods.
